Tom Wray is the Project Advisor for the SunZia Southwest Transmission Project and has worked in the electric power industry in the western United States for over 47 years.. As a founding partner of Southwestern Power Group, he has participated in successfully developing power generation projects in excess of 3,000 megawatts. Prior to the SunZia assignment, Tom led the development of over five hundred miles of extra high voltage transmission facilities in the Western Electricity Coordinating Council region.
Tom regularly presents on EHV transmission project siting, licensing, permitting, interconnections, regulatory compliance, customer development and related development activities in forums around the country. His expert presentations have included testimony before Congress on the National Environmental Policy Act and the Federal Energy Regulatory Commission on independent transmission development and policy, cost recovery, ROE, non-discriminatory transmission capacity allocation and negotiated rate authority.
Tom received his Masters of Business Administration from the University of New Mexico, Masters of Engineering from the University of Colorado and Bachelor of Science of Electrical Engineering from Louisiana State University.
